Find a council member
Keep moving until you reach the room where the council member is hiding. At this stage, the cutscene and several possible development paths will begin, depending on past choices.
If Thane is nearby, he will rescue a member of the Salarian council, suffering serious injuries. If Thane is unavailable, but Captain Kirahe has survived Mass Effect 1, he will save the Salarian and die.
The path to the elevator
After the cut scene, you will find yourself in the Presidium room. Join the fight against enemies, including a new type of troops, the Ghost. Also beware of Nemesis snipers. After the battle, move forward. Jump through the hole and start fighting with another group of enemies.
Go through several more rooms and a narrow passage between two buildings on the right. Later, jump onto the platform on the right and jump over the destroyed floor fragment. Go through the next passageway on the right and continue until you reach the next place where you will fight Atlas. After defeating the robot, kill some ordinary soldiers and go to the elevator at the top of the stairs on the left.
After you start climbing, wait for the second elevator to appear, then knock down the two power circuits. After a while, you will encounter ghosts and other Cerberus soldiers. Hide and shoot them from behind cover. At some point, a second elevator will appear in the mine. Jump on it and get ready for the final part of this mission.
After killing Udina, return to Normandy. If Kayden or Ashley survive, you can recruit them into your squad. If you don't, Hackett will take over. If Thane showed up at the mission, you can visit him at the Citadel hospital before heading to Normandy.
If your relationship with Ashley or Kaidan was bad and your reputation is not high enough, you will have the opportunity to kill your former ally. You can pull the trigger yourself or wait for one of the squad members to do so.
For completing the mission, you will receive military resources from the Citadel Defense Corps, the Second and Sixth Asari Fleets, the Asari Research Group, the Krogan clans, and the Sixth Turian Fleet. You will also unlock the next storyline mission - Priority: Perseus Nebula, and Liara will tell you about the side mission (Mesaana: Distress Signal).
